关于受理2026年度黄土科学全国重点实验室访问学者计划申请的通知
为推动黄土科学全国重点实验室（以下简称“实验室”）学术交流与合作的深入展开，扩大实验室合作伙伴网络，提升黄土科学领域科研创新能力与学术影响力，实验室现启动2026年度访问学者计划申报工作，面向海内外公开受理申请。现将有关申报事项通知如下：
1.申请类型及执行期限
本次访问学者计划分为高级访问学者、青年访问学者两类项目，项目执行期限统一为1-6个月，访学时长由申请人与实验室邀请人协商确定。
（1）高级访问学者项目：面向国内外著名高校或科研机构的教授、研究员及同等高级职称的科研工作者。
（2）青年访问学者项目：面向40周岁及以下（1986年1月1日及以后出生）具有博士学位、在国内外知名高校或科研机构从事一线科研工作的优秀青年科研人员、博士后研究人员。
2.申报基本要求
（1）申请人要求：
申请人须为其所在机构的正式聘用人员，科研诚信良好，无科研失信、违纪违规记录，具备独立开展国际学术交流与合作的能力。
高级访问学者应具有较高学术造诣和学术影响力，能够组织带领团队开展高水平科研工作，并已取得具有重要学术价值的科研成果；青年访问学者须具备良好的科研创新潜力，拥有主持国家级科研项目的完整经历。
申请人须严格按照本通知规定的时间和要求提交申请材料，并对材料的真实性、准确性、合法性承担全部负责。因申请材料原因导致的责任和后果，由申请人自行承担。
（2）邀请人要求：
邀请人须为实验室固定研究人员，须结合实验室既定研究方向，主动对接、联系、确定来访学者，提前沟通并负责其访问安排。
3.资助领域
根据实验室定位及研究重点，优先资助以下三个研究领域：
（1）黄土与全球气候环境变化。主要包括：多尺度全球气候变化重建、集成、模拟、数据同化与预测预估；人类世气候变化与社会‑环境效应；气候变化研究领域新技术与新方法应用。
（2）黄土高原环境响应与安全。主要包括：黄土区域粉尘与气溶胶过程及治理新技术；黄土高原大气降水‑地表水‑地下水‑生态互馈机制与水资源保障；黄土高原地质灾害成因机理、监测技术、预测预报方法及防控理论。
（3）黄土高原生态屏障建设。主要包括：黄土区地球关键带水文-地球化学及碳氮生源元素耦合循环；黄土高原重大工程生态环境风险评估与对策；黄河水文水资源演变与水沙关系；区域城市生态系统监测与机理研究；黄土高原生态屏障建设方案；黄土高原多圈层多要素综合观测。
4.经费管理
访问学者须委托实验室邀请人在实验室依托单位办理经费报销手续。
经费实行专款专用，仅限列支与本次访学科研项目直接相关的费用。杜绝超范围、超标准开支。所有经费使用须严格遵守国家科研经费管理规定及依托单位财务管理制度。
项目结束后，所剩余经费由实验室统筹。
5.受理时间及方式
申请人自行下载并填写《黄土科学全国重点实验室访问学者计划申请书》（附件），于2026年10月31日24点前将本年度申请材料的Word版及签字盖章扫描PDF版发送至实验室官方邮箱（2026年11月1日及以后提交的申请纳入2027年度访问学者计划）。
实验室将对有效申报材料进行评审，结合研究方向契合度、科研创新价值、申请人科研能力、合作可行性等维度综合评议，择优确定资助人选。
申报结果将通过实验室官方邮箱统一告知申请人及对应实验室邀请人，请申请人及时关注邮箱通知。
6.其它事项

To further promote academic exchanges and cooperation of the State Key Laboratory of Loess Science (hereinafter referred to as “the Laboratory”), expand its partner network, and enhance scientific-research innovation capacity and academic influence on loess-related sciences, the Laboratory hereby launches the 2026 Visiting Scholar Program and invites applications from home and abroad. The relevant information for application is set out below:
This program consists of two categories: Senior Visiting Scholar and Young Visiting Scholar.
(1) Senior Visiting Scholar Program is open to professors, research professors and researchers with equivalent senior professional level from well-known universities or research institutions worldwide.
(2) Young Visiting Scholar Program is open to outstanding young researchers and postdoctoral fellows under 40 years old (born on or after 1 January 1986) who hold a doctoral degree and conduct forefront scientific research at renowned universities or research institutions at home and abroad.
The implementation period ranges from 1 to 6 months. The actual visiting duration shall be agreed upon between the applicant and the host researcher of the Laboratory.
Applicants shall be formally employed by their affiliated institutions, have good research integrity without records of research misconduct or disciplinary violations, and possess the capacity for independent international academic exchanges and cooperation.
Senior visiting scholars shall have high academic attainments and influence, be capable of leading teams to conduct high-level research and have produced research outcomes of important academic value. Young visiting scholars shall demonstrate sound research innovation potential and have complete experience in presiding over national-level research projects.
Applicants shall submit application documents in strict accordance with the time and requirements specified in this Notice, and bear full responsibility for the authenticity, accuracy and validity of all submitted materials. Any liabilities and consequences arising from defective application materials shall be borne by the applicants themselves.
Host researchers shall be permanent staff members of the Laboratory. They shall proactively contact and confirm prospective visiting scholars in light of the Laboratory’s established research priorities and take charge of visiting arrangements in advance.
In accordance with the Laboratory’s positioning and research priorities, the applications will be given the priority based on the following three thematic areas:
(1) Loess and Global Climate-Environmental Change
It includes multi-scale reconstruction, integration, simulation, data assimilation and projection of global climate change; climate change and its socio-environmental effects in the Anthropocene; and new technologies and methods for climate-change research.
(2) Environmental Response and Security of the Loess Plateau
It includes dust-aerosol processes in loess regions and novel mitigation technologies; mutual feedback mechanisms among atmospheric precipitation, surface water, groundwater and ecosystems as well as water-resource security on the Loess Plateau; formation mechanisms, monitoring techniques, and prediction approaches and prevention-control theories for geo-hazards on the Loess Plateau.
(3) Ecological Shelter Construction of the Loess Plateau
It includes hydrological-geochemical processes and coupled cycling of carbon-nitrogen and biogenic elements in the loess critical zone; ecological-environmental risk assessment and countermeasures for major engineering projects on the Loess Plateau; hydrological-water-resource evolution and water-sediment relationships of the Yellow River; monitoring and mechanisms of regional urban ecosystems; schemes for ecological-shelter construction on the Loess Plateau; and multi-sphere and multi-element comprehensive observation over the Loess Plateau.
Visiting scholars shall entrust their host researchers to complete expense reimbursement procedures at the supporting institution of the Laboratory.
Funds shall be used exclusively for designated purposes and may only cover expenses directly related to the research conducted during the visit. Expenses beyond approved scope or standards are prohibited. All fund utilization shall comply strictly with national regulations on research-fund management and the financial rules of the supporting institution.
Unspent funds upon project completion shall be reallocated by the Laboratory.
Applicants shall download, fill in the Application Form for the Visiting Scholar Program of the State Key Laboratory of Loess Science (see the attachment), and then submit both the editable Word file and the signed-and-stamped scanned-PDF version of the application to the official email of the Laboratory by 31 October 2026 (Beijing time at 24:00). Applications received on or after 1 November 2026 will be considered for the 2027 Visiting Scholar Program.
The Laboratory will review valid applications. Candidates will be selected through comprehensive evaluation considering alignment with research priorities, innovation value of proposed research, applicants’ research competence and cooperation feasibility.
Evaluation results will be notified by the official Laboratory email to applicants and their corresponding host researchers. The applicants are requested to check email correspondence timely.
Matters which is not covered herein shall be governed by the Administrative Measures for the Visiting Scholar Program of the State Key Laboratory of Loess Science (available at: http://www.sklls.ac.cn/open/gzzd/202609/t20260911_856784.html).
